Difference between census and npr.
2 are with 2 laws. Census by census act 1948. npr with citizenship act. While its similar npr going to replace census. Npr is realtime census. Continuously updated database. Because its based on aadhaar.
Census is anonymous to some level. Not shared micro data. Aggregate is published.
Both are portrayed as welfare but Npr for security reason.
Npr 2010 and 2020
Npr 2010 was part of census. Place of birth nationality.
Npr 2015 shared data with other departments. Election commission etc.
Census form has data for npr.
2020 npr, std census questions + parent’s place of birth to understand migration and nationality of your parents (this is for NRC), 5 other ids they asks – aadhaar, voter id, pan, mobile number, and driving license no.
there is no laws to link aadhaar and voter id, driving license is because you are indirectly linking it through npr circumventing supreme court order on aadhaar.

Registrar general of india and uidai arguments about accessing biomentrics. Uidai is denying it based supreme court order. Registrar general of india want that.

linking of npr to aadhaar. Why these databases are going to be linked.
These linking began with natgrid. After the bombay attacks when the natgrid project was announced its mentioned that govt will link 20 different id databases as a means of surveillance.
Even without npr, linking of these databases are disastrous. It creates profiles of everyone in the country.
Las time similar thing happened was in andhra pradesh. There is state population register equivalent to npr called state resident data hubs. Built with the help of uidai. Voter data leaks and voter deletion happened in andhra pradesh. Because the registrar general of india shared aadhaar data and voter data to the election commission. They said its for finding duplicates and eventually deleted lot of genuine voters.
Election 2019 there are lot of complaints people cant vote. This is because of errors in linking aadhaar with voter id. Created issues of voter profiling surveillance and other issues.
Sc rules clearly says aadhaar cannot be used other than subsidies. Cannot use in private sector.
Aadhaar was designed for welfare delivery. Supposed to be an inclusive exercise. Then use biometrics as a form of surveillance to stop denying people their benefits. The linking is problematic.
In andhra data is leaked from state data hubs to political party in power, telugu desham party. Used it for profile voters, target voters, delete them.

National security, welfare, etc. but why bjp actively promoting this while entire country protesting it. Look how bjp uses data in elections. They are actively profiling people.

Whats the difference between aadhaar data and npr data.
aadhaar data is basic info about individual. But aadhaar allows other databases to be linked to it. Uidai itself dont have access to this. Sc ruling is that aadhaar cannot be linked to create profiles. But thats happening. Economic survey 2018-19 recommends that every other govt db is to be linked to create India enterprise architecture.
Npr is linking all of that. Linking voter id to aadhaar, pan to aadhaar, phone number to aadhaar, driving license to aadhaar part of npr. There is no requirement for these linkage. All these are illegal as per sc ruling.
India dont have updated civil registry like birth or death register. Govt want to link all these to have this data. The difference is the politics around it. Political parties figured out that how these data can used to be manipulate people.
National security establishment figured out how they can use it for surveillance. Business interest also driving some of it. The data collected can be sold to he private sector to tone people into consumers. Making them buying more stuff.
What these dbs did to us is that it reduced us from citizen to users or consumers. In aadhaar project there is a middleman in between you and govt. when ever you go for welfare someone will ask you aadhaar. That someone is may not be govt employee. There is private company supplying biometric device which is asking prove who you are. You are unable to interact with government directly.
So all of these dbs are reducing our democracy to a rather controlled manipulated computing system of sorts where this can be gamed, you can be questioned, your rights depended on whether you can identify yourself. The kind of damages the data itself doing to the society is not really known. Weaponization of data happening.
